Windows 365 Cloud PC for Small Business: Cost and Fit

Windows 365 is a Microsoft subscription that gives each user a Windows 11 desktop running in Microsoft’s cloud, called a Cloud PC, streamed to whatever device they sign in from. Windows 365 Business is the small business edition: up to 300 users, no other licenses required, and list prices from $25.60 to $255.20 per user per month depending on size as of September 2026. It fits contractors, personal devices, and remote staff well. It rarely beats a good laptop for someone at one desk.

What Is a Windows 365 Cloud PC?

A Cloud PC is a virtual machine: a complete Windows computer that exists as software in a Microsoft datacenter. It is assigned to one person, keeps their apps, files, and settings between sessions, and is billed at a fixed monthly price per user.

Users connect through a browser at windows365.microsoft.com or through the Windows App, which Microsoft offers for Windows, Mac, iOS, and Android. The device in front of them only shows the screen and sends keyboard and mouse input. Microsoft also sells Windows 365 Link, a small desktop device built only to connect to a Cloud PC, available in select markets.

A Cloud PC is a computer, not a Microsoft 365 plan. Email, Teams, OneDrive, and the Office apps still come from your Microsoft 365 licenses. The Cloud PC is where those apps run.

Which Windows 365 Edition Fits a Small Business?

Microsoft’s edition comparison sets out the differences.

There is also a third edition, Windows 365 Flex, which is the new name for Windows 365 Frontline. Microsoft renamed the plans on September 3, 2026 and described it as a branding change only. One Flex license covers up to three Cloud PCs for three different people, with one of them signed in at a time, which suits rotating shifts. Microsoft’s requirements page lists the same prerequisites for Flex as for Enterprise, and it is managed through Intune.

For most small offices the choice is Business, unless you already manage devices with Intune and want Cloud PCs managed the same way, or the Cloud PC must reach a server in your office.

What Does Windows 365 Cost?

These are US list prices per user per month from Microsoft’s Windows 365 Business plans page and Windows 365 Enterprise plans page, read on September 18, 2026. Both are shown as monthly subscriptions. Reseller pricing and promotions can differ, so confirm before budgeting.

A vCPU is a virtual processor core. Other storage options exist between these rows, and Enterprise also offers larger and GPU configurations. Microsoft offers a free trial of the 2 vCPU / 8 GB / 128 GB size for up to 30 days, one per customer.

The Costs That Are Not in the Table

• Microsoft 365 licenses. The Cloud PC does not include Office apps, email, or Teams.
• A device to connect from. Every user still needs a screen, keyboard, and something to run the Windows App or a browser.
• Enterprise prerequisites. Windows Enterprise, Intune, and Entra ID P1 per user, if you choose Enterprise or Flex. Microsoft 365 Business Premium includes Intune and Entra ID P1. Check Microsoft’s requirements page for the Windows licensing piece before assuming you qualify.
• Outbound data allowance on Business. Microsoft sets a monthly outbound data level by RAM size, 20 GB for 4 GB and 8 GB Cloud PCs and 40 GB for 16 GB, and says bandwidth may be restricted above it.

A quick comparison: the 2 vCPU / 8 GB Business Cloud PC at $36.00 a month is $1,296 over three years, before the device used to reach it. Set that beside the price of the laptop you would otherwise buy and keep for three or more years. For an ordinary desk worker the Cloud PC is rarely the cheaper route, so the case for it has to rest on flexibility or control, not savings.

Windows 365 vs Azure Virtual Desktop vs a Normal Laptop

Azure Virtual Desktop (AVD) is Microsoft’s other hosted desktop service. It runs virtual machines in your own Azure subscription and can put several users on one machine.

For a small office without Azure experience, AVD’s lower possible cost per user is often offset by the time it takes to build and look after. Windows 365 trades some flexibility for a fixed price and very little setup.

Licensing Prerequisites, in Plain Terms

• Windows 365 Business: none. Microsoft states there are no licensing pre-requirements to buy and deploy it. You buy it in the Microsoft 365 admin center and assign it like any license.
• Multi-factor authentication on Business: Microsoft’s comparison says only MFA applied through Microsoft Entra Conditional Access is supported for Business Cloud PCs, legacy per-user MFA is not, and Conditional Access needs Entra ID P1. In practice that points to Microsoft 365 Business Premium, or Entra ID P1 added to another plan. See our guide to Conditional Access.
• Windows 365 Enterprise and Flex: Windows Enterprise, Intune, Entra ID P1, and the Windows 365 license, for each user.
• Administrator rights: users are standard users on their Cloud PC by default, which is the safer setting. An administrator can change it.

Who Is a Cloud PC a Good Fit For?

• Contractors, seasonal staff, and temporary help. Assign a Cloud PC for the engagement and remove it afterward. No laptop to ship or retrieve, and company data stays off their own computer.
• Staff using personal or home computers. Work happens inside the Cloud PC, not on the family PC. Pair it with policies that restrict copying files out.
• People who move between locations and devices. The same desktop appears at the office, at home, and on a tablet.
• A Windows-only program for Mac users.
• A controlled environment for sensitive work, where you want files to stay in one managed place.
• Older hardware as the screen. Microsoft states that Windows 10 PCs connecting to Windows 365 Cloud PCs are entitled to Extended Security Updates for up to three years with an active Windows 365 subscription. Windows 10 support ended on October 14, 2025, so this can be a bridge for PCs that cannot run Windows 11. Our Windows 10 end of support guide covers the other options.

Who Is It a Poor Fit For?

• Someone at one desk with a healthy PC. A Cloud PC adds a monthly cost and an internet dependency for no clear gain.
• Unreliable or slow internet. Nothing works when the connection drops. Microsoft’s remote desktop bandwidth guidance shows why steady bandwidth and low latency matter more than headline speed. If your office connection is already a weak point, fix that first.
• Heavy graphics, video editing, or CAD on the standard sizes. Microsoft lists GPU configurations in the Enterprise range only.
• Specialized attached hardware, such as some scanners, label printers, dental sensors, or card readers. Whether a USB device can be passed through to a remote session depends on the device and the app you connect with. Test the exact device before committing.
• An application that must talk to a server in your office. Windows 365 Business has no connection to your local network. That needs Enterprise with Azure networking, a VPN, or moving the application. Our server vs cloud guide may help with that decision.
• Work that has to continue offline.

What Still Needs Managing

A Cloud PC is a Windows computer, so it still needs Windows updates, antivirus or endpoint protection, application updates, and sensible sign-in rules. Microsoft runs the hardware underneath. Everything from Windows upward follows the same shared responsibility model as any cloud service. Microsoft’s pricing page also notes that when a Windows 365 subscription is canceled, the associated data is deleted, so keep working files in OneDrive or SharePoint, not only on the Cloud PC’s disk. Common Mistakes

• Buying the smallest size for everyone. 4 GB of RAM is tight for Teams, a browser, and Office open together. Microsoft positions the 8 GB size for productivity and line-of-business apps.
• Skipping a pilot. Trial one Cloud PC with your real applications and printers for two weeks.
• Assuming it replaces Microsoft 365 licenses.
• Letting people sign in to Cloud PCs from unmanaged devices with no Conditional Access policy.
• Forgetting printing and scanning until the first day.
• Expecting savings when replacing working desktops.

Common Questions

Do I still need a computer to use a Cloud PC?

Yes. You need a device with a screen and an internet connection to reach it: a PC, Mac, tablet, or Microsoft’s Windows 365 Link device. The device can be modest because the work runs in the cloud, but it should still be kept updated and secured, since it is the way in.

Does Windows 365 include Microsoft Office?

No. Windows 365 provides the Windows desktop only. Microsoft’s pricing page says Cloud PCs support the desktop versions of the Microsoft 365 apps, Outlook, OneDrive, and Teams, but the right to use those apps comes from a Microsoft 365 license such as Business Standard or Business Premium, bought separately for each user.

Can I change the size of a Cloud PC later?

Microsoft lists resizing among the Intune management options for Windows 365 Enterprise. For Windows 365 Business, check Microsoft’s current documentation before relying on an upgrade path, and size realistically at the start. A short trial with real workloads is the most reliable way to choose between the 8 GB and 16 GB sizes.

What internet speed does Windows 365 need?

Microsoft does not publish one number. Its remote desktop bandwidth guidance estimates roughly 100 to 200 Kbps per session for active work in Word or Excel, and up to about 6 to 9 Mbps for graphically rich web pages or video at 1080p in default mode. Consistency and low latency matter more than peak speed. A wired or strong Wi-Fi connection and an office line that is not already saturated are the practical requirements.
